Popeye has been dealing with a creature on the island of Ohio. It put a hole in his boat and keeps trying to kidnap Olive Oyl! At the same time Wally Griswold won a trip to Ohio from a mysterious contest. Can these two heroes solve the mystery of this malicious monster?
