The Synopsis

Juupio is a small town losing population somewhere in Finland. Town Manager Koskinen is facing a tough situation: the people in Juupio are old and the financial situation is tight. A consolidation of municipalities with Pyhälä seems like the only option. It would take a miracle to save Juupio.
